KNOCKDOWN REBUILD TIMELINE SYDNEY · CDC VS DA
How long does a knockdown rebuild take in Sydney? CDC vs DA, stage by stage (2026)
Sydney knockdown rebuild timeline 2026: about 9–16 months with a CDC, 12–18+ with a DA. Weeks per stage, council DA times and ways to save time.
Short answer
Short answer (as of October 2026): published Sydney guides put a knockdown rebuild at about 9–16 months from first design meeting to handover when the new home qualifies for a CDC, and about 12–18 months when a DA is needed, with complex DA projects running beyond 24 months. Construction itself is usually 24–44 weeks. The swing factor is approval: a complying CDC can be issued in as little as 20 days, while average council DA assessment times across Greater Sydney ranged from 41 to 122 days in the NSW Government's September 2026 league table.
A CDC (complying development certificate) is a fast-track, combined planning and construction approval for proposals that meet every standard in the state code. A DA (development application) is a merit assessment by council against its local plans, and needs a separate construction certificate (CC) before work starts. An OC (occupation certificate) is issued by your principal certifier at the end, confirming the home is safe to occupy.
Stage-by-stage timeline in weeks
| # | Stage | CDC pathway | DA pathway | Basis |
|---|---|---|---|---|
| 1 | Feasibility: site visit, survey, s10.7 planning certificate, soil and constraints check | 1–2 | 1–2 | Buildana [13]; giantA [19] |
| 2 | Design and documentation: concept, working drawings, BASIX certificate, structural and stormwater design | 6–10 | 8–14 | Pearson [18]; Buildana design 4–6 + documentation 3–4 weeks [13] |
| 3 | Approval | 2–5 | 8–26 | CDC: as little as 20 days by law [4]; builders report 2–5 weeks [18][19]. DA: Greater Sydney council averages 41–122 days plus 2–23 days to lodge [9]; Buildana reports 50–100 days for Western Sydney councils [13]; other builders allow 3–6+ months [19] or 3–9 months on constrained sites [18] |
| 4 | Construction certificate (DA only) and pre-start | not needed | 4–8 | No CC is needed with a CDC [7]; Provincial allows 1–2 months for CC and pre-start [21] |
| 5 | Pre-start: service disconnections, levy and HBC, principal certifier appointed, neighbours notified | 1–3 | included above | Buildana 1–3 weeks [13][14]; neighbours within 20 m need at least 7 days' written notice before demolition in metropolitan areas [3]; council must be notified at least 2 days before work starts [7] |
| 6 | Demolition, asbestos removal and clearance certificate | 1–4 | 1–4 | Buildana 2–4 [13]; MNA 1–3 [16]; Pearson 1–2 [18]; asbestos adds about 3–10 days [14] |
| 7a | Site preparation, excavation, footings and slab | 2–6 | 2–6 | MNA [16]; Buildana weeks 1–3 [14] |
| 7b | Frame, brickwork and roof to lock-up | 6–10 | 6–10 | MNA [16]; Buildana weeks 3–12 [14] |
| 7c | Internal fit-out (first and second fix) | 10–18 | 10–18 | MNA 10–16 [16]; Buildana weeks 12–30 [14] |
| 7d | External works and final finishes | 4–6 | 4–6 | Buildana weeks 30–36 [14] |
| 7 | Construction total (stages overlap) | 24–44 | 24–44 | Buildana 24–40 [14]; Pearson 24–44 [18] |
| 8 | Final inspection, OC and handover | 2–6 | 2–6 | MNA 2–4 [16]; Buildana 2–4 [14]; giantA 4–6 [19] |
| Sum of stage ranges | 37–74 weeks (≈9–17 months) | 48–104 weeks (≈11–24 months) | Our arithmetic from the rows above |
Published end-to-end figures fall inside these bands: Buildana 10–12 months (CDC) and 12–16 months (DA) for a 220 m² Western Sydney home [13]; Pearson 9–16 months (CDC) and 18–30 months (DA) for Hills and North Shore projects [18]; MNA 12–18 months for a straightforward single dwelling [16]; Homebuilds 15–18 months out of the house [20]; Provincial Homes 12–18 months [21]. The NSW Planning Portal says the process can take up to 12 months and suggests a 12-month or longer lease to allow for delays and weather [1]. G.J. Gardner gives a rough 8–12 months for its Sydney rebuilds [22], and CPP QS 6–18 months from start to finish [23].
Where the sources disagree. Pearson's 18–30-month DA total is far above Buildana's 12–16 months, mainly because it allows 3–9 months for a DA on constrained North Shore sites [18]. Buildana's own pages give different DA days for the same councils, for example Fairfield at 50–80, 60–80 and 60–90 days [13][14][15]. MNA writes that a CDC project still needs a construction certificate [16]; NSW Government guidance says you don't need a CC if you have a CDC [7].
CDC or DA: what changes the timeline
| CDC | DA | |
|---|---|---|
| Who decides | Council or a registered certifier | Council (or a planning panel) |
| Test | Must meet every development standard in the Codes SEPP | Merit assessment against the LEP and DCP |
| Statutory or expected time | As little as 20 days; 10 days for NSW Housing Pattern Book designs. The usual CDC process includes 14 days' neighbour notification [4] | Expected council average of 90 days in 2026–27, 80 days from July 2027 and 65 days from July 2028 [8] |
| Construction certificate | Not required: the CDC is the planning and construction approval [4][7] | Required before work starts [7] |
| Where it can't be used | Heritage items, heritage conservation areas, land reserved for public purposes, environmentally sensitive areas and other excluded land [6] | Available on most land |
| Housing Code basics for one new house | Lot at least 200 m² and 6 m wide at the building line; maximum height 8.5 m [5] | Set by council LEP and DCP |
| Cost signal | The Department says homeowners can save up to A$15,000 building a house as complying development [4][5] | Council DA fee plus consultant reports; more holding cost while you wait |
The Department exhibited proposed changes allowing variations to complying development from 14 May to 24 June 2026 and plans to finalise them later this year [4]. Check the rules that apply on the day you lodge.
Council DA times across Sydney (September 2026 snapshot)
Average assessment days, all DA types, from the NSW Government council league table captured 9 October 2026 [9]:
| Council | Days | Council | Days |
|---|---|---|---|
| Campbelltown | 41 | The Hills | 87 |
| Camden | 45 | Ryde | 87 |
| Canterbury-Bankstown | 77 | Cumberland | 91 |
| Fairfield | 77 | Parramatta | 94 |
| Northern Beaches | 78 | Hornsby | 96 |
| Mosman | 80 | Penrith | 114 |
| Ku-ring-gai | 84 | Liverpool | 118 |
| Sutherland | 85 | Blacktown | 122 |
These averages cover every type of application, not just new homes, and individual applications vary. MNA reads them as gross calendar days that include time waiting on applicants [17]; the Department says its 2026 methodology update is meant to reflect decisions within councils' control [8]. Statewide, the Department reports average assessment time fell from 115 to 84 days as of 31 May 2026 [8]. Nationally, the ABS found the average gap between a demolition approval and the related building approval was 5.6 months in 2024/25 (5.76 months for detached houses) [10].
Rules that fix the order of work
- No demolition before approval of the new home. The Planning Portal says you cannot demolish your existing house until approval for your new home has been granted [2].
- Levy and insurance first. The long service levy (0.25% of works of A$250,000 or more) must be paid before the CC or CDC is released [11], and HBC cover must be in place before you pay a deposit on work over A$20,000 [12].
- Asbestos stops the clock. Friable asbestos, or more than 10 m² of bonded asbestos, needs a licensed removalist and SafeWork NSW notification; the site reopens only after a clearance certificate [3].
How to shorten your rebuild
- Confirm CDC eligibility before you design; Buildana estimates about 70% of standard single-dwelling rebuilds in Western Sydney qualify, which saves 4–10 weeks [13].
- Finalise selections during design, not construction; MNA and Buildana both name late decisions and variations as a leading cause of delay [13][16].
- Book service disconnections during the approval stage, and order long-lead items such as windows and stone early [13][14].
- Pre-approve finance before design starts [13], and sign a lease long enough to cover the program [1].
Where AUD Build fits
AUD Build is the Sydney residential construction brand operated by Australian Urban Direct iBuying Pty Ltd (ABN 62 617 159 369), holder of NSW contractor licence 475778C (Builder class, current 18 March 2025 to 17 March 2029, no compliance, enforcement or disciplinary record on Verify NSW when checked on 26 October 2026) [25].
- Design and approval: AUD Design's DA/CDC design and application service is A$9,999 + GST (A$10,998.90 including GST), subject to a written quotation; third-party reports are excluded, and government, certifier and consultant charges are itemised in writing. The fee does not guarantee approval.
- Cost planning during design: construction cost is estimated as the design develops, so approval drawings and the budget move together.
- English and Chinese communication throughout.
- Public planning records: AUD Build's evidence page links approved planning records for its three HBC-insured projects (two CDCs approved in 2025 and one DA approved in February 2026) [26].
- Design to CDC/DA lodgement: confirmed in AUD Design's written quotation for each site, together with the deliverables and revisions.
- Construction period: set out in the written quote and the building contract for each project.
As of 20 October 2026, AUD Group building companies report 10+ residential projects in construction and 30+ under management across Sydney. These are group figures across AUD Group building companies, not figures for AUD Build or licence 475778C alone.

How to verify a builder before you sign
- Check the licence on Verify NSW or through Service NSW [24], and confirm the holder matches the company on your contract. AUD Build's record: Verify NSW, licence 475778C.
- Check HBC cover on the official HBC Check before paying anything [12].
- Check the contract for a start date, a construction period and how delays and variations are handled; deposits cannot exceed 10% [27].
- Review public evidence on AUD Build's third-party evidence page: licence record, HBC certificates and planning records.
Frequently asked questions
How long does a knockdown rebuild take in Sydney?
About 9–16 months from design to handover with a CDC, and 12–18 months with a DA, according to 2026 builder guides; complex DA projects can exceed 24 months. The NSW Planning Portal suggests planning for up to 12 months and a lease of 12 months or longer.
How long does a CDC take in NSW?
A complying development certificate can be issued in as little as 20 days, or 10 days for NSW Housing Pattern Book designs, if the proposal meets every standard. Builders report 2–5 weeks in practice once documents are complete.
How long does a DA take in Sydney?
In the September 2026 council league table, average assessment times across Greater Sydney councils ranged from 41 days (Campbelltown) to 122 days (Blacktown). Councils are expected to average 90 days in 2026–27. Requests for more information extend this.
Do I need a construction certificate with a CDC?
No. A CDC is a combined planning and construction approval. With a DA you need a construction certificate before any work starts, and your principal certifier must notify council at least two days beforehand.
How long does demolition take?
Usually 1–4 weeks including service disconnection, asbestos removal and site clearance. Physical demolition of a single-storey house can take only days; asbestos removal adds about 3–10 days and needs a clearance certificate.
Can I demolish my house while waiting for approval?
No. The Planning Portal says demolition can only start after approval for the new home is granted, and metropolitan neighbours must receive at least seven days' written notice before demolition begins.
