Duplex builders · Upper North Shore, Hornsby Shire, Northern Beaches
Best duplex builders on the Upper North Shore, Hornsby Shire and Northern Beaches (2026): thirteen compared
Twelve businesses whose own websites offer duplexes or dual occupancy and name the Northern Beaches, Hornsby Shire, the Ku-ring-gai area or an Upper North Shore suburb, compared on what each one publishes and which areas it names, with the lot-size rules of each council. AUD Build publishes this page and is one of the 13; its row is marked “This is us”.
Short answer
For a duplex across the Upper North Shore, Hornsby Shire and the Northern Beaches, owners often compare Sarelle Homes (luxury duplexes, offices in Waitara), Clover Homes (Hornsby and Ku-ring-gai pages) and Domus Homes (duplex projects in Killara and Wahroonga, delivered through a network of builders); Icon Homes, with duplex pages for Frenchs Forest, Wahroonga and Turramurra; Peninsula Homes, IMSU, Ferrari Constructions and Provincial Homes on the Northern Beaches; Masterton Homes for the Ku-ring-gai area; Ozzie Dream Homes and DVELOP in Hornsby Shire; and Sena Constructions, whose suburb pages use one template. AUD Build (this is us) lists duplexes among its services, and its group’s building companies have completed 19 homes in these areas since September 2024. The lot decides what is possible: Ku-ring-gai needs 1,015 m² outside its Local Housing Areas, Hornsby 700–900 m², and the Warringah LEP part of the Northern Beaches more than 800 m²; within 800 m of nominated centres the state standard is 450 m² and 12 m wide, but not on bushfire-prone land, heritage items or TOD land.
Local rules and figures
| Item | Figure | Source |
|---|---|---|
| Ku-ring-gai (Turramurra, Pymble, Killara, Lindfield, Roseville and part of Wahroonga) | 1,015 m² minimum outside Local Housing Areas and for every CDC (gazetted 31 October 2025), with a 0.5:1 floor space ratio gazetted 5 June 2026; inside a Local Housing Area a DA can use the state 450 m² minimum; not permitted on bushfire-prone land, heritage items or land in the TOD area | [1] [2] |
| Ku-ring-gai Local Housing Areas and TOD | Within 800 m walk of nominated centres including Gordon, Killara, Lindfield, Pymble and Roseville stations, St Ives Shopping Village, Turramurra and Wahroonga; Council’s own TOD scheme for Gordon, Killara, Lindfield and Roseville took effect on 14 November 2025 | [3] [4] |
| Hornsby Shire (and part of Wahroonga) | Since 31 October 2025: 700 m² attached or 800 m² detached outside heritage conservation areas, 800 m² or 900 m² inside; heritage-listed, bushfire-prone and some flood-prone land excluded | [5] [6] |
| Hornsby low and mid-rise areas and TOD | Around Asquith town centre, Hornsby station, Pennant Hills Market Place, Thornleigh Marketplace and Waitara station; Hornsby is also one of 8 TOD accelerated precincts | [7] [8] |
| Northern Beaches | Dual occupancies allowed with consent in all R2 zones since 1 July 2024; in the Warringah LEP 2011 area only on sites over 800 m² since 31 October 2025; the state standard applies near listed centres including Forestville, Frenchs Forest and Mona Vale; bushfire-prone land, coastal wetlands, littoral rainforest, coastal vulnerability areas and heritage items excluded | [9] [3] |
| State low and mid-rise standard | In low and mid-rise housing areas (within 800 m walk of nominated centres, since 28 February 2025): 450 m² lot, 12 m width, 0.65:1 floor space ratio, 9.5 m height | [3] [10] |
| Exclusions and CDC | The state policy does not apply to bushfire-prone land (vegetation categories 1, 2 and 3 and the buffer), heritage items or land in a TOD program area; a CDC dual occupancy must meet the council’s LEP minimum lot size and cannot be used for heritage items or in heritage conservation areas | [11] [12] |
| Mosman (not covered by this list) | Dual occupancy was not allowed in Mosman’s R2 zone under Council’s own rules and became permissible for the first time under the state policy; within 800 m of the Spit Junction and Cremorne town centres the state 450 m² and 12 m standard applies, Council’s LEP and DCP apply elsewhere, and a minimum lot width was proposed in May 2026; around 500 heritage items and 13 heritage conservation areas | [13] [14] [15] [16] |
| Hunters Hill (not covered by this list) | Council said in April 2024 that its local minimum was 700 m², against the state’s 450 m²; the state standard applies around the Boronia Park and Gladesville town centres; Council’s 2026 LEP update would confirm that subdivision lot sizes also apply to dual occupancies | [17] [3] [18] |
| Why Mosman and Hunters Hill have few duplex builders | Our search found only 3 businesses whose own sites offer duplexes in Mosman (Icon Homes, Sena Constructions, Artico Homes) and 4 in Hunters Hill (Amberstone Group, Betacon Construction, Strava Group, Sena Constructions). Likely reasons from council pages: duplexes are new to Mosman’s R2 zone and the 450 m² state standard applies only near its two town centres, while Hunters Hill’s own minimum was 700 m² and its Council said the state policy is silent on heritage, tree canopy and street character | [13] [14] [17] |
| Average DA assessment time (September 2026) | Northern Beaches 78 days, Ku-ring-gai 84, Hornsby 96 (Mosman 80, Hunters Hill 120) | [19] |
| Median weekly house rent, new bonds (April–June 2026) | Ku-ring-gai A$1,400, Northern Beaches A$1,400, Hornsby A$975 (Mosman A$2,100; Hunters Hill A$1,400, small sample) | [20] |

How to choose
- Find out which council and planning area the lot is in first: the minimum ranges from 450 m² near a nominated centre to 700–900 m² in Hornsby Shire and 1,015 m² elsewhere in Ku-ring-gai.
- Check the planning certificate for bushfire-prone land, heritage items, heritage conservation areas and TOD land, which rule out the state standard or a CDC.
- Ask each builder for a duplex it has completed in your council area and how its approval was handled.
- Ask every builder to quote on the same drawings and compare inclusions line by line with the inclusions checklist.
- Check the licence on Verify NSW and the HBC certificate before you pay a deposit.
Questions
Who are the best duplex builders on the Upper North Shore, Hornsby and Northern Beaches?
It depends on the area and brief. For luxury duplexes, owners often compare Sarelle Homes; on both sides of the Hornsby and Ku-ring-gai line, Clover Homes; for one point of accountability in Killara, Wahroonga and Turramurra, Domus Homes; on the Northern Beaches, Peninsula Homes, IMSU, Ferrari Constructions, Provincial Homes and Icon Homes; in Hornsby Shire, Ozzie Dream Homes and DVELOP; and for the Ku-ring-gai area, Masterton Homes. AUD Build suits owners who want design, materials, construction, sales and lending coordinated by one company.
What is the minimum lot size for a duplex in Ku-ring-gai?
Ku-ring-gai Council says a dual occupancy DA outside the Local Housing Areas, and every dual occupancy CDC, needs 1,015 m² (gazetted 31 October 2025), with a 0.5:1 floor space ratio gazetted on 5 June 2026. Inside a Local Housing Area a DA can use the state 450 m² minimum. Dual occupancy is not permitted on bushfire-prone land, heritage items or land in the TOD area.
What is the minimum lot size for a duplex in Hornsby?
Since 31 October 2025, 700 m² for an attached dual occupancy and 800 m² for a detached one outside heritage conservation areas, and 800 m² or 900 m² inside them, according to Hornsby Shire Council. Heritage-listed, bushfire-prone and some flood-prone land is excluded.
Can I build a duplex on the Northern Beaches?
Dual occupancies are allowed with consent in all R2 zones. In the Warringah LEP 2011 area they apply only to sites over 800 m² since 31 October 2025; near listed centres such as Forestville, Frenchs Forest and Mona Vale the state standard of 450 m² and 12 m applies. Bushfire-prone land, coastal wetlands, littoral rainforest, coastal vulnerability areas and heritage items are excluded, so check the planning certificate and the LEP for your lot.
Why are Mosman and Hunters Hill not on this list?
Few builders offer duplexes there on their own websites: we found 3 for Mosman and 4 for Hunters Hill. Dual occupancy only became permissible in Mosman’s R2 zone under the state policy, with the 450 m² standard limited to areas near the Spit Junction and Cremorne town centres, and Hunters Hill Council said in April 2024 that its local minimum was 700 m². Both areas have extensive heritage controls.
Why is AUD Build on this list?
AUD Build publishes this page and lists duplexes among the services it confirmed on 28 October 2026; its group’s building companies have completed 19 homes across these areas since September 2024. It is listed last and marked “This is us”. Facts about the other 12 businesses come only from their own websites.
How this list was built
Selection: businesses whose own websites offer duplexes or dual occupancy and name the Northern Beaches, Hornsby Shire, the Ku-ring-gai council area or an Upper North Shore suburb (Wahroonga, Turramurra, Pymble, Killara, Lindfield or Roseville), drawn from Google Australia results for duplex and dual occupancy builder searches on 28 October 2026. Sites that show duplexes only in a site-wide menu or a design range, or only on a page that names no area, were not counted. Directories and comparison sites are excluded. Facts come only from each business’s own website, read on 28 October 2026; “Best for” is AUD Build’s editorial summary of those facts. Prices, reviews and award claims are not published, and builders’ own planning claims are not repeated as rules. The order is alphabetical, not a ranking. The Ku-ring-gai, Hornsby and Hunters Hill council websites blocked automated reading, so lot sizes come from council business papers, engagement pages and a text copy of Ku-ring-gai’s housing policy page, and other figures from NSW Government pages. AUD Build publishes this page; if a business’s details have changed, contact AUD Build and the page will be corrected.
